Pandemic Financial Assistance for Foster Youth Up to age 27  

What is PanAid?  

PanAid is financial assistance for young adults ages 18 to 27 who aged out of foster care in Texas (were in foster care when they turned 18 years old). Young adults who qualify can apply to receive a $500 stimulus payment and can request help with other expenses up to $1,000. In addition, more money may become available, so applicants should list all the expenses that they have had, even if it adds up to more than $1,000.  

How do I know if I can apply for PanAid? 

You are eligible to complete an application if you were in foster care on your 18th birthday AND you were born between April 30, 1993, and September 30, 2003.  

What can I use the money for?  

The $500 stimulus can be used for any kind of expenses. The additional $1,000 must be used towards specific types of expenses, such as 

  • Living expenses (rent, utilities, groceries, food delivery) 
  • Transportation expenses (car insurance, car payments or purchase, ride sharing like Uber or Lyft, driver’s education, driver’s license, or car repairs) 
  • Technology assistance (cell phone, internet service, laptop, tablet) 
  • Medical expenses not covered by insurance 
  • Personal protective equipment (masks, face shields, gloves) 
  • Childcare 
  • Costs for things to deal with social isolation (streaming services, games, hobby/art supplies) 

How can I apply for PanAid?  

You must apply for financial assistance using this online application: https://www.surveymonkey.com/r/PANAID 

What kinds of questions will the application ask? 

The application will ask you about specific expenses. While the financial assistance should cover expenses you have had during the pandemic, do not worry about trying to connect them to COVID-19. Just include all the expenses you can use money for that you had between April 30, 2020 and September 30, 2021 (see examples of expenses above). There is no requirement to explain how your expenses are connected to the Pandemic.  

The application asks for receipts/proof of expenses but if you don’t have these you can attest (swear to be true) on the application that they are true and correct to the best of your knowledge. 

If you already received assistance for any expenses from ETV, PAL, your case worker, or any other place, you should not list that those expenses in the application.

When can I apply for PanAid?  

You should apply for PanAid as soon as possible! Applications must be completed by September 15, 2021. If you do not complete an application by this date, you will not be able to access any of the available PanAid money.  

What do I do if I need help filling out the PanAid application?
